Maddening installation in VISTA (great in Linux)

I have used and admired the program (probably a version or two older) on older versions of Windows, but after 7 (Yes, seven) installations and uninstalls and re-installs, I can't make it work on a powerhouse computer running Vista Home Premium. Everything seems OK until I let the installation program start to run GIMP or else click on the desktop icon it created, and immediately I am in "Toolbox" with appropriate icons, but no "File, New, View, Open," etc. words at the top, no minimized/maximize icons, but just an X in the upper right. I can't figure out the stuff about having to install an installer (GTK) and going to sites to download it and being told it is not available, yadda-yadda-yadda. I really dislike the Adobe company and prefer the text features in the older GIMP I had used, but have given up making it work. I hope everyone else has better luck.
Incidentally, while composing this, I paused to download (from CNR) the GIMP program on Linux (Linspire version). In under three minutes on this underpowered, elderly Linux machine, the program was downloaded, installed, and ready to run--all without a re-boot! Since I do most of my heavy lifting in graphic on this big Vista machine, I would like to use GIMP, but have totally given up. Almost scolded by the "Help" message--that I had not installed the help manual (NOT offered as an option during setup). Also, I never want to install a program on drive C and was given no option to install on drive F. This business of having to install an installer first and sort out which version of it works with which GIMP variety (with dire warnings about trying to use unstable version 2.7), chasing down.

In Linux GIMP 2.2 is different from Photoshop but offers a friendlier set of menu options and excels over Photoshop in creating, editing, and moving text.
